Preheat-start magnetic fluorescent ballasts require fluorescent light starters. They deliver a modest quantity of electricity to ionize the gas inside a fluorescent bulb, allowing it to conduct electricity and light the bulb. When fluorescent lights begin to flicker or fail to light, the starters should be replaced.
